Sex Offenders data scraping

In 1994, Megan Kanka, a 7 year old was kidnapped, brutually raped, and murdered by Jesse Timmendequas, a repeat violent sexual offender. Timmendequas had moved into the Kankas’ neighborhood, in a home across the street from the Kanka household, living with two other convicted sex offenders. The Kanka family claims not to have known this information, though the majority of their immediate neighbors were at least aware of the criminal history of one of Timmendequas’ roommates, Joseph Cifelli, who had lived in the house for six years.

Megan’s parents, Richard and Maureen Kanka began the Megan Nicole Kanka Foundation with the belief that “Every parent should have the right to know if a dangerous sexual predator moves into their neighborhood.” The Kankas circulated a petition demanding immediate legislative action. The petition garnered over 400,000 signatures within a few days.

On May 17, 1996, a law was signed by the then President Bill Clinton that required each state of the United States to register persons who have been convicted of sex crimes against children. This came to be known as Megan’s Law. Since that time, year by year,  more states are putting databases of this information online. To date,  there are only a small handful of states remaining, which do not have this information available online.

However, the information on the registered Sex Offenders is available at the state level and it at their discretion on what information they will release to the public with the exception of Level III sex offenders. If the sexual predator is a Level III sex offender, the law now requires that a photo and the offender’s information are to be made available to the public.
